1. How do I determine if my property is in the flood plain?

Cities and townships who are participants in the National Flood Insurance Program usually have maps which can be reviewed to determine the property's relationship to the floodplain.

Cities
If the property is within the city limits or extraterritorial (ET) boundary limits of a city you should contact that city directly.

6. How can I find the elevation of my property?

The only way to determine an accurate elevation of your property, home or business is to hire a registered land surveyor.

For certain parts of the county, the Red River Basin Flood Forecast Tool can provide a generalized elevation for your property. Simply use the identify button .

7. How can I remove my property from the flood plain?

If lowest elevation of your home or business is above the base flood elevation (BFE) you can submit Letter of Map Revision (LOMR) or Letter of Map Amendment (LOMA) request to FEMA to remove your property from the 100 Year Flood Plain and waive the federal mandatory flood insurance requirements.

8. What is a LOMR/LOMA?

A LOMR (Letter of Map Revision) is issued by FEMA to indicate a property has been raised by fill and would not be inundated by a base flood (100-year flood). Issuance of a LOMR by FEMA will result in removal of the property from the 100-year flood plain and waive the federal mandatory requirements for flood insurance; however a lender may still require flood insurance.

Property owners must obtain an Elevation Certificate and submit a completed MT-1 application form to FEMA to review their LOMR request.

Answer : A LOMA (Letter of Map Amendment) is issued by FEMA to correct errors in a Flood Insurance Rate Map (FIRM). 9. What is an Elevation Certificate and how can I locate one for my property?

An elevation certificate is an important administrative tool of the National Flood Insurance Program (NFIP). It is used to provide elevation information necessary to ensure compliance with community flood plain management ordinances or regulations, to determine the proper insurance premium rates and to support a request for a Letter of Map Amendment (LOMA) or Letter of Map Revision (LOMR).

10. What Programs are available to Ring Dike my property?

The State Water Commission cost shares ring dikes depending on the nature of the project, the sponsorship of the local water resource district and the SWC 2005-2007 Cost Share Policy. If you are interested in this program please contact the Water Resource District.

To remove properties within a ring dike from the 100-year flood plain requires the following:

  1. Ring dike must meet FEMA's criteria for providing adequate protection from a 100-year flood.
  2. The ring dike must be constructed to the guidelines established by the U.S. Army Corps of Engineers in their manual entitled Design and construction of Levees.
  3. Properties must submit an LOMA request to FEMA.

11. What is the Cass County Flood Ordinance?

The Cass County Flood Ordinance applies to all all areas within the jurisdiction of Cass County, but outside the boundaries of Flood Damage Prevention Ordinances of cities or townships.

12. What are the current river levels?

Red River Basin Flood Forecast Tool
The Flood Forecast Display Tool (FFDT) is an internet tool using flood forecast information generated by the National Weather Service to create interactive flood inundation maps, an inundation depth grid, a graphic depicting the estimated arrival time for the flood peak, flow conditions in and around the Fargo-Moorhead area.
